Maybe. The Federal rules for Low Speed Vehicles (LSV) has a maximum speed of 25 miles per hour. State governments, however, can modify the rules in their state. Montana and Washington allow LSVs to travel at 35 mph (actually making a new category called Medium Speed Vehicles, or MSV). There is an initiative in the Minnesota legislature to increase the LSV maximum speed to 35 mph, which may be considered in the next legislative session.
